If you have horses you do not wish to own, or need money, you can put their stats on the sales of auctions board. People will bid on them or offer money, and you can accept their prices.
The difference is on the Sales board, you offer one price, and people will accept it, or try to buy the horse for lower. On the auction board, you put out a starting price, and people bid higher and higher for the horse, once you have decided to end the bidding, the horse goes to the highest bidder.
If you want to buy a horse, just go to either of these places and look around. If you do buy a horse, don't forget to update your stable and mandatory registry.
